As a result, Democrats are straining to redefine what counts as infrastructure.

Democratic New York Sen. Kirsten Gillibrand said Wednesday morning on Twitter that child care, paid leave and caregiving are “infrastructure” in defense of President Joe Biden’s nearly $2 trillion infrastructure package.
“Paid leave is infrastructure,” the tweet said. “Child care is infrastructure. Caregiving is infrastructure.”
