Joe Biden is scheduled to hold his make or break ‘big boy’ press conference at 5:30 6:30 p.m. EDT Thursday after a long day of NATO meetings in Washington, D.C. The time is outside the 81-year-old Biden’s reported peak functioning hours of 10 a.m. to 4 p.m. (The White House moved the press conference back an hour to 6:30 p.m.)
